HHSRS assessments

The assessment your local authority would carry out — done first

The Housing Health and Safety Rating System is the framework councils use to judge whether a rented property is safe to live in. We apply the same framework, so problems are found and fixed before they become anyone’s emergency.

The problem

Most landlords meet HHSRS for the first time in an enforcement notice

HHSRS isn’t a checklist a landlord is asked to complete. It’s the methodology a local authority applies when it inspects, usually after a tenant has complained — which means by the time it’s applied, someone has already been living with the problem.

In England it now assesses 21 categories of hazard, reduced from 29 when the regulations were revised in June 2026 — from damp and mould and excess cold to falls, fire and indoor air pollutants. Hazards are scored, and the most serious fall in the High band, Category 1. A Category 1 hazard obliges the authority to take enforcement action.

At that stage the landlord is reacting to someone else’s deadline, on works they hadn’t budgeted for, with a tenant who has already had to complain to get them done.

Everybody does worse out of that sequence than they would have from an inspection twelve months earlier.

What’s included

What’s in the assessment

  • The property assessed against all 21 HHSRS hazard categories
  • Each identified hazard recorded with its location, photographed and described
  • An indication of which hazards would be likely to fall in the High band (Category 1)
  • Damp, mould and ventilation assessed specifically, with contributing factors identified — condensation, cold bridging, extract ventilation, occupancy
  • Each hazard found reported with its likely band, so the most serious risks are clear
  • A written report suitable to hold on file as evidence of proactive assessment
  • 6Hazards

How it’s delivered

How you get it

Within 24–48 hours through the portal.

You get a clear record of every hazard found and its likely band. Any remedial work is the landlord’s decision, and can be planned rather than forced by a council notice.

  1. Assessed on siteagainst all 21 hazard categories
  2. Report within 24–48 hoursdelivered through the portal
  3. Hazards bandedHigh, Medium or Low

Why do it early

What it’s worth

You control the timetable rather than a council officer. Work can be planned and phased rather than funded all at once. The property is safer to live in, which is the actual object of the exercise.

A dated, documented assessment shows a landlord acting properly — which counts with a local authority weighing enforcement, and with a tribunal.
